The 63% cash/equivalent response and the 12% unable-by-any-means response are not complements: adults outside the 63% group may still cover the hypothetical $400 expense using other means. WORTH99 does not derive or label an unreported residual group, convert these responses into cash-balance thresholds, or use them to currentize the SCF family wealth distribution.
